The regulations adopted by the Department of Homeland Security have been implemented and include some new rules with respect to passports. In Phase I, effective December 31, 2005, all U.S. citizens traveling by air or sea to and from the Caribbean, Central America, and South America will be required to have passports. In Phase II, one year later, passports will be required for all travel to and from Canada and Mexico.
